Enclosure No. 2.

Copy.
THE HONG KONG CHINESE CIVIL SERVANTS' CLUB.
Sir,
November 22nd, 1926.
We, the President, Vice-Presidents and the
Secretary of the Hong Kong Chinese Civil Servants' Club, have the honour to state that, at a Special General Meeting of the members of the above club held on the 17th instant, it was resolved that an application on behalf of the Chinese members of the Junior Clerical Service be presented to the Government for a revision of salaries on the same basis as the new scale of salaries for Anglo-Chinese and Vernacular Masters in the Education Department specified in the
Estimates for 1927.
The Junior Clerical Service in 1926 consists of 660 persons, of whom about 40 are Portuguese and Indians.
The minimum salary of Class VIB is $450 per annum, and the maximum salary of the Higher Class is $4,800
per annum.
We attach List A showing the Old and the New Scales of salaries for Chinese teachers, and List B showing the present scale of salaries of the Junior Clerical Service.
A reference to the Lists will show that the increments in the new scale for teachers are continuous, with one efficiency bar. For instance, a teacher on joining the new scale at $700 per annum will rise to $4,800 per annum in 34 years, while a clerk joining at $450 per annum, even assuming that he will rise continuously fran one class to another, cannot reach $4,800 per annum before 41 years'
service.
The Honourable
The Colonial Secretary.
